標普:中國地方銀行或因地方政府融資平臺面臨2.2萬億人幣資本損失
標普發表報告,中國地方銀行或因地方政府融資平臺而面臨2.2萬億人民幣(3,010億美元)的資本損失,在較差的情況下,約五分之一地方銀行的資本充足比率或低於8%的監管要求,並需要進行資本重組。
報告提到,近期內地要求銀行以較低利率延長地方政府的債務,認爲此類債務重組亦可能對地區銀行帶來壓力,當中集中在二、三線城市的銀行可能會受到最大沖擊,而杭州銀行、重慶銀行(01963.HK)及成都銀行在地區銀行中對地方政府融資平臺的風險敞口最高。
報告稱,約74%地方銀行的地方政府融資平臺債務將進行重組,而全國平均爲60%,這將導致地方銀行的資本充足率下降3.6個百分點。若有地方銀行倒閉,相信中央政府將需要介入以防止任何系統性風險。
