《本地樓市》美聯:「撤辣」現曙光 歡迎港府聆聽業界訴求 提三大建議
美聯稱,經濟不振,樓市低迷,「撤辣」振樓市救經濟已成為各界的共識,特區政府亦積極回應,政府上周五已經「突擊式」放寬樓花按揭後,財政司司長陳茂波今日(27日)自歐返港後即表示:「樓市現況與引入辣招時不同,會密切注視樓市發展」。似為「撤辣」開綠燈。
美聯物業住宅部行政總裁(港澳)布少明表示,財政司司長今日的言論,明顯與之前有別,令「撤辣」終現一絲曙光,歡迎特區政府聆聽業界的意見及訴求,希望即將公佈的《施政報告》會推出符合社會預期的「撤辣」措施,為樓市「鬆綁」,朝更健康的方向發展。
布少明指出,各界要求「撤辣」的聲音存在已久,特區政府如果最終願意「撤辣」,屬「亡羊補牢,未為晚也」,對沉寂已久的本港樓市而言,絕對是「強心針」。事實上,本港樓價的跌勢已成,「美聯樓價指數」最新(9月25日)報147.73點,較年內高位下跌4.84%,創近8個月新低,與2021年歷史高位相比更累跌約16.7%,今年的樓價升幅已經幾近全數蒸發,個別屋苑的成交呎價更遠高於大市,出現「跌過龍」的情況,如情況持續,將出現「插水式」下跌,引致銀主盤及負資產激增,對經濟自然是有害無利,故值得特區政府正視,以振經濟救樓市,具體建議包括:
(1)撤銷外地人來港首次置業需付的3成辣稅,減低他們來港置業的成本,可以增加對香港的歸屬感。
(2)撤銷15%的新住宅印花稅,為市民換樓開方便之門。此外,已有物業的業主購買多一個單位作長線出租投資,同樣可免除15%新住宅印花稅,此舉將增加市場租盤供應,有助舒緩租金升勢放緩,令專才來港租樓,減少「捱貴租」的壓力。
(3)現時短炒已幾近絕跡,而部份行業面對經濟不穩,生意大受影響,有物業的業主或須放賣物業套現,惟如買樓未過三年,須受SSD「懲罰」,建議撤銷SSD,令業主能更靈活賣樓套現周轉,以渡過一時之危,毋須結業,失業率亦不會因此而上升。
布少明認為,「撤辣」對樓市的影響要視乎《施政報告》「撤辣」的力度及措施,惟強調即使「撤辣」,在高息環境之下,樓價亦不會大幅回升,只會回穩,相信全年樓價仍未必會出現升幅,僅成交回升。萬一「撤辣」成空,料全年樓價將「由升轉跌」,跌至少2%至3%。
