內地證券日報發文:下調存量個人房貸利率宜早不宜遲
中國人民銀行、國家外匯管理局日前召開2023年下半年工作會議時提到,要指導商業銀行依法有序調整存量個人住房貸款利率,是人行近期第二次提及調整存量個人住房貸款利率。 內地《證券日報》發佈文章認爲,目前存量個人房貸利率調整的實際推進速度仍有待提升。根據監管表態,商業銀行可按「市場化、法治化」原則變更合同或置換貸款,但自監管首次表態至今已超過兩週,商業銀行普遍仍在「觀望」。監管層具體的指導政策還有待出臺。基於該現狀,結合當下存量個人房貸市場實際情況來看,下調存量個人房貸利率宜早不宜遲。 文章指出,下調存量個人房貸利率宜早不宜遲主要兩大原因爲:加快推動存量個人房貸利率下調有助於緩解商業銀行壓力,認爲適度下調存量房貸利率是最爲直接的路徑,該舉措雖給購房者讓渡未來的部分利息收入,但商業銀行也降低資產再配置、客戶流失的壓力,是一種可行的舉措。 同時,加快推動存量個人房貸利率下調有助於降低購房者違規風險。從微觀視角來看,加快推動存量個人房貸利率下調既利好商業銀行,也利好購房者。從宏觀視角來看,其能減輕購房者負擔,釋放消費潛力,助力經濟擴內需。因此,監管部門及商業銀行等應積極推動存量個人房貸利率下調。
