內地調整差別化住房信貸政策 報道指首套房貸利率下限或破4.1%及至少23個城市符要求
中國人民銀行、銀保監會昨晚發布通知,決定階段性調整差別化住房信貸政策。符合條件的城市政府,可自主決定在2022年底前階段性維持、下調或取消當地新發放首套住房貸款利率下限。 按照新政,對於今年6至8月份新建商品住宅銷售價格按月、按年均連續下降的城市,在今年底前,階段性放寬首套住房商業性個人住房貸款利率下限。二套住房商業性個人住房貸款利率政策下限按現行規定執行。 據《澎湃新聞》報道,按照人行授權全國銀行間同業拆借中心公布的9月20日貸款市場報價利率(LPR)為:1年期LPR為3.65%,5年期以上LPR為4.3%,均保持不變。按照規定,新發放首套個人住房貸款利率不得低於相應期限LPR(按9月20日5年期以上LPR為4.3%);二套個人住房貸款利率不得低於相應期限LPR加60個基點(按9月20日5年期以上LPR計算為4.9%)。 另按照今年5月15日,人行、中國銀行保險監督管理委員會發布《關於調整差別化住房信貸政策有關問題的通知》,對於貸款購買普通自住房的居民家庭,首套住房商業性個人住房貸款利率下限調整為不低於相應期限貸款市場報價利率減20個基點,二套住房商業性個人住房貸款利率政策下限按現行規定執行。因此,此前各地首套房貸利率下限為4.1%。 易居研究院智庫中心研究總監嚴躍進指出,此次政策在此前房貸利率下限下調20個基點的基礎上,允許下調的基點更大,或者說允許在4.1%的利率的基礎上進一步下調。業內人士認為,此次央行明確了房價過冷的城市可以運用這項工具,即主要針對的是房地產市場疲軟的城市。 根據易居研究院智庫中心提供的數據,國家統計局70個大中城市房價指數數據中,至少有23個城市符合此次央行新政要求。具體包括哈爾濱、蘭州、武漢、大連、天津、石家莊、昆明、貴陽、泉州、溫州、瀘州、岳陽、宜昌、北海、大理、秦皇島、湛江、包頭、安慶、濟寧、常德、襄陽和桂林等。
