鄭州要求爛尾樓30天內全復工
對於有鄭州停工樓盤復工計劃的政府文件覆印件在網絡流傳,據《第一財經》 向鄭州市有關部門求證後,確認文件的真實性。該份落款為「鄭州市安置房建設和問題樓盤攻堅化解工作領導小組」的文件,名為《關於印發鄭州市「大幹30天,確保全市停工樓盤全面復工」保交樓專項行動實施方案的通知》。 通知要求,在10月6日前,實現鄭州全市所有停工問題樓盤項目全面持續實質性復工。同時,要做好破產重整,各開發區、區縣(市)要本著應破盡破的原則,成立破產清算協調專班,引進破產重整投資人,鼓勵開發企業盡快向法院申請破產,確保盡快完成資不抵債的樓盤項目處置。 通知還要求,出險房地產企業要切實承擔自救主體責任,千方百計承擔或配合保交樓任務,通過處置未開發土地、在建項目和資產、公司股權等方式,多渠道籌集資金,加快資金回籠進度,降低槓桿率,歸還挪用資金,回歸主業。鄭州市政府全力紓困,要用好保交樓專項借款,加強資金監管,確保項目順利實施和資金使用安全,凡使用專項借款的房地產企業須將有效資產抵押給轄區平台公司。(ta/w) ~
