《大行報告》中金:內地優化商品房預售資金監管 有利促樓市企穩改善
中金發表研究報告,指出中共中央政治局4月29日召開會議,面對新冠肺炎疫情和烏克蘭危機導致的風險挑戰增多,會議強調高效統籌疫情防控和經濟社會發展,加大宏觀政策調節力度,同時對房地產、資本市場、平台經濟等領域均有積極的表態。 該行提及,在地產方面,「房住不炒」大前提不改,但政策在需求端支持,各地從實際出發因城施策鬆監管,供給端優化商品房預售資金監管,將有利於促進樓市企穩改善。需求端自去年第四季以來,多地五限放鬆,從三四線、到弱二線、到強二線,下調首付比,下調新購房利率40點子,降低交易稅,提供購房補貼。 此外,中金指在供給端方面,4月18日人行和外管局23條舉措(《關於做好疫情防控和經濟社會發展金融服務的通知》)中要求金融機構區別項目風險和集團風險,加大對優質項目的支持力度,並鼓勵金融機構穩妥有序開展併購業務,而是次政治局會議提出優化預售資金監管,跨區域之間的流動資金協調有望改善,省內不同地市調配有望加大、省間流動亦不排除。
