澳門財政司:新博彩法是要「管好及非管死」 若行政違法最高關場一年
據《澳門日報》報道,澳門特區立法會全體會議昨日在三十票贊成、一票反對下,一般性通過「新博彩法」。澳門經濟財政司司長李偉農表示,《娛樂場幸運博彩經營法律制度》法律生效至今已實施約二十年,隨著博彩業的發展,無論法律實踐抑或監管都存在不足及滯後,有必要適時檢討及修訂博彩法。
李偉農稱,政府希望博彩業未來朝更健康及可持續發展,對博彩業是「要管,但要管好,不是管死。」承批公司、中介、合作人公司,在法案中各有職責定位和相應責任,釐清了主體的邊界及責任,在職責分明的情況下共同為博彩業服務。
法案昨日經兩個半小時討論後獲通過,多位澳門立法會議員輪番質疑法案內容,尤其是中介人、「衛星場」、投牌時間和規則等問題。現有「三正三副」賭牌將於今年六月到期,修法工作未必趕及限期前完成,議員梁孫旭關注會否延長現有賭牌年期,關注賭牌重新競投時間,而李偉農承認有延期安排,但具體稍後才會公布。
李偉農提到,政府總結過去二十年的經驗及實踐提出「新博彩法」,希望博彩業未來朝更健康及可持續發展,對博彩業是「要管,但要管好,不是管死。」
此外,「新博彩法」列明經營幸運博彩不能抵觸國家與澳門安全,否則可撤牌外,法案亦加強承批公司、參與博彩業活動人士及公司的資格審查和監管機制,行政違法最嚴重可被要求關閉全部或部分博彩區為期一個月至一年。
限制承批公司或其屬控權股東公司的上市流通股比例不能超過公司股份三成,使承批公司的業務與澳門建立更穩定的聯繫。至於上市流動股比例上限三成,李偉農強調並非要阻止公司合法融資,而是要確保七成股權的穩定性。(wl/s)
