澳門新博彩法:特首可單方取消危害國安博企賭牌
據《澳門電台》報道,澳門博彩法修訂案已交至澳門立法會待審議,澳門修改博彩法明確博企在澳門經營博彩的前提必須維護國家及澳門安全。法案文本提出,如獲發牌博企危害國家或澳門安全,又或不具備適當資格,行政長官可單方取消有關博企賭牌。
修改博彩法在可獲發牌博企的適當資格中,增加多項規定,在競投牌照階段開始,特區政府已審查博企擁有5%或以上股分的股東、董事及主要僱員是否具備適當資格、博企有否存在可疑資金來源、有否與有組織犯罪集團的不適當交易等。
據《澳門日報》報道,澳門博彩法修訂案在「撤銷」的條文方面,現行法律規定,娛樂場幸運博彩之經營批給在五種情況下撤銷,一是批給之期間屆滿;二是澳門特區政府與承批公司間協議;三是贖回;四是因不履行義務而解除;五是因公共利益而解除。修訂案則特別增加新條件,為因危害國家或澳門特區的安全而解除。
