歐洲天然氣價格爲何再次飆升？

11月16日，德國能源監管機構暫停了俄羅斯“北溪二號”（Nord Stream2）天然氣管道的認證程序。受此消息影響，歐洲天然氣期貨大漲。禍不單行，週三消息稱，一條從俄羅斯到歐洲的主要輸油管道由於“臨時檢修”而暫時運作。
俄羅斯國家能源運輸公司Transneft發佈聲明稱，這次出事的是Druzhba管線系統的白俄羅斯部分，該管線負責將俄羅斯的烏拉爾原油運送到歐洲，涉事管道已經停運，以便進行“臨時檢修”。最新的突發狀況將歐洲天然氣價格推升至一個多月以來的最高水平。
Transneft的發言人Igor Demin表示：
“Druzhba輸油管道的一條分支已因突發意外而開始進行維修，輸往波蘭的石油將被限制大約三天，但本月的輸油量尚未變更。”
白俄羅斯管線分支的運營商Gomeltransneft表示，維修工作於11月16日開始。
Druzhba是世界上最大的管道網絡之一，主要輸送烏拉爾的重質酸油和西伯利亞西部的輕質油，其網絡分南北兩路，往北通往波蘭和德國，往南通過烏克蘭到斯洛伐克、捷克共和國和匈牙利。
俄羅斯通往歐洲的能源運輸一直以來都被緊張的國際關係困擾着，幾天前，白俄羅斯的領導人亞歷山大·盧卡申科（Alexander Lukashenko）曾因白俄羅斯與波蘭邊境的移民危機，威脅要切斷從俄羅斯到歐洲的天然氣供應。
週二，德國能源機構Bundesnetzagentur又宣佈暫停俄羅斯“北溪二號”的認證工作，稱其運營商不符合德國法律設定的條件。
本週以來，作爲歐洲基準的荷蘭12月天然氣期貨價格至少上漲了33%。
自今年夏天以來，歐洲天然氣期貨價格持續上漲。據央視新聞報道，今年歐洲天然氣價格已暴漲6倍，今秋短短一個半月就上漲近5倍，導致歐洲部分地區電力價格上漲3倍。
下圖展示了歐洲天然氣價格危機的嚴重程度。歐洲地區轉向原油的需求也更大，然而，如今白俄羅斯關閉管道，又將給歐洲地區的能源市場增添更多障礙。
對於歐洲來說，Druzhba輸油管道的“臨時檢修”和“北溪二號”認證進程的延遲都發生在一個最糟糕的時刻。歐洲面臨着第一場冬季寒流，恰逢天然氣庫存處於2013年來的最低水平。
