美貿易代表稱將與中方就經貿問題展開坦率對話

美國貿易代表戴琪4日表示，美計劃與中方就中美第一階段經貿協議落實情況、產業政策等問題展開坦率對話。她稱，美方無意「激化」與中國的貿易緊張局勢。
戴琪當天在美國智庫戰略與國際研究中心發表演講，首次闡述拜登政府對華貿易政策願景。她說，美中經貿關係影響深遠，作爲全球最大的兩個經濟體，美中兩國如何相處不僅影響兩國本身，也影響全世界。
戴琪說，美國政府以前處理對華經貿問題的手段未能解決美方根本關切，拜登政府將尋求以「全新、全面和務實」的方式處理對華經貿關係。她同時稱，美國將聯合盟友制定「公平」的國際貿易規則，並利用所有政策工具保護美國經濟不受「不公平」競爭行爲的傷害。
戴琪表示，美方將啓動針對性的關稅豁免程序，允許美國企業申請豁免某些中國輸美商品的加徵關稅。她還提出美中兩國「長久共存」的概念，尋求開闢改變美中雙邊貿易格局的新路徑。
在隨後問答環節被問及對美中經濟「脫鉤」的看法時，戴琪說，全球兩大經濟體停止貿易並不現實。美方可能要思考的問題是，「我們尋求某種‘再掛鉤’的目標是什麼」。
美國智庫彼得森國際經濟研究所高級研究員加裏·赫夫鮑爾告訴新華社記者，戴琪講話內容有積極因素，比如談到「再掛鉤」而非「脫鉤」，美中兩國必須共存，以及爲中國輸美商品給予加徵關稅豁免。
一些美國商界團體對戴琪未明確提到取消對華加徵關稅感到失望。美國消費技術協會主席加裏·夏皮羅當天發表聲明說，拜登政府應當結束這些傷害美國企業和消費者的關稅。自貿易爭端爆發以來，美國民衆已額外承擔900多億美元的關稅成本。此前，約30個有影響力的美國商業團體曾於8月寫信敦促拜登政府削減對華商品加徵的關稅，稱關稅增加美國民衆和企業負擔，拖累美國經濟增長。
中國外交部發言人華春瑩近日表示，中美經貿關係的本質是互利共贏，打貿易戰只會帶來雙輸。中方一貫堅定維護以世貿組織爲核心的多邊貿易體系，堅定按照國際貿易規則辦事。希望美方切實尊重市場經濟原則和國際經貿規則，同中方一道努力，推動中美經貿關係健康穩定發展。
