美聯布少明:施政報告房策主要集中公營房屋 私樓供應短期情況未變

美聯物業行政總裁布少明表示,新一份《施政報告》於今日發表,對於未有為住宅市場有任何放寬按揭保險及減辣等措拖表示失望。而今次《施政報告》於房策上主要集中公營房屋層面,如重建石籬中轉屋、重建房委會工廠大廈、重建大坑西村及過渡性房屋等,反之私人住宅層面則相對較少。

至於土地供應方面,《施政報告》提及的古洞北/粉嶺北發展區、小蠔灣車廠、明日大嶼等多個方案增加住宅及土地,然而,預期發展需時,未會為短期供應帶來顯著增長。在目前私人住宅供應仍然偏低,量化寬鬆、低息持續、資金充裕等支持下,料樓價仍呈平穩發展。

事實上,上述住宅供應發展需時,要數年後才會落成。而根據本行預測,未來5年(2020年至2024年)平均每年私樓落成量維持約18,000伙水平,雖然較2010至2019平均每年有所增加,惟對比1999年至2003年高峰期平均每年約27,000伙大減逾3成。

縱使如此,今次《施政報告》提及推展房地產信託基金、促進私募基金的發展、以及推動香港的家族辦公室業務等措拖,加上「傑出創科學人計劃」,料會增加人才來港,對本港的住屋帶來需求。
