國務院：加快電網企業剝離競爭性業務 推動油氣基礎設施開放
國務院總理李克強主持召開國務院常務會議，確定政務服務「跨省通辦」和提升「獲得電力」服務水平的措施，持續優化企業和群眾辦事創業環境；要求按照「兩個毫不動搖」支持國有企業和民營企業改革發展。
會議確定，要抓緊將現有線下政務服務轉為線上辦，在抓好「省內通辦」的同時，今年底前實現市場主體登記註冊、養老保險關係轉移接續、職業資格證書核驗、學歷公證、駕駛證公證等58項事項異地辦理，明年底前實現工業產品生產許可證、就醫結算備案、社保卡申領、戶口遷移等74項事項異地辦理。
會議並確定，全面推廣居民和小微企業低壓用電報裝「零上門、零審批、零投資」，今年底前在全國實現用電報裝業務線上辦理，將居民用戶和實行「三零」服務的低壓非居民用戶全過程辦電時間分別壓減至5個和25個工作日內，其他用戶辦電時間也大幅壓縮。2022年底前，實現居民和低壓用戶用電報裝「三零」服務全覆蓋，其中非居民用戶辦電時間減至15個工作日內。措施三年累計可為小微企業節省投資約1,300億元人民幣。
在支持國企和民企改革發展方面，要持續推進國企提質增效，提高核心競爭力，增強發展後勁，更好發揮在國民經濟中的支撐作用。扎實推進國企改革三年行動，今年基本完成剝離企業辦社會職能等工作，著力深化混合所有制改革、推進現代企業制度建設、健全市場化經營機制。支持基礎研究和原始創新，加強關鍵技術攻關，深入推進「雙創」。加快剝離非主業，著力做強主業。
同時，要進一步為民營企業發展創造公平競爭環境，帶動擴大就業。持續放寬市場准入，加快電網企業剝離裝備製造等競爭性業務，推動油氣基礎設施向各種所有制企業公平開放。支持民企參與重大鐵路項目建設和客貨站場開發經營。推動國家重大科研基礎設施進一步向民企開放，加快對民企的國家企業技術中心認定，暢通民企技術人才職稱評審通道。允許中小民企聯合參與工業用地招拍掛。鼓勵各地建立中小微企業貸款風險分擔機制。(ta/w) ~
