耶伦:在任时未采用负利率 倡收入再分配
美国联储局前主席耶伦出席亚洲金融论坛时表示,金融危机後市场曾一度就负利率进行讨论,当时美联储并无采用负利率货币政策,首先以利率作为货币政策工具空间有限,其次负利率将致银行放贷无利润,不利实体经济发展,亦会损害货币市场基金。
她指在任时大力减少以货币政策刺激经济,指推动经济首要支持就业,并提倡收入再分配,使部份弱势社群、尤其是非裔美国人不会被忽视。美国及环球经济体系低息环境,反映经济基本结构疲弱,投资气氛亦疲弱。
她又指,於经济回复的环境下,联储局应减少购买资产,并循序渐进减债。
