国务院:将扩大集中采购和使用药品品种范围
国务院总理李克强主持召开国务院常务会议,部署深化医药卫生体制改革进一步推进药品集中采购和使用,并通过《中华人民共和国城市维护建设税法(草案)》。
会议提到,要求扩大集中采购和使用药品品种范围,优先将原研药与仿制药价差较大的品种,及通过仿制药质量和疗效一致性评价的基本药物等纳入集中采购,以带量采购促进药价实质性降低。确保集中采购药品稳定供应和质量安全,建设药品追溯系统,明年底前率先实现疫苗和国家集中采购使用药品「一物一码」,并可由公众自主查验。
此外,要推动医疗机构首先使用国家基本药物和医保目录药品,加强医院药事管理,并建立健全药品价格常态化监管机制。同时,原则上对同一通用名相同剂型和规格的原研药、通过一致性评价的仿制药等实行相同的支付标准。
