《施政报告》林郑:将检视300幅共300公顷土地 以混合形成发展成住宅及政府设施

行政长官林郑月娥发表新一份《施政报告》,她指出政府会重新规划屯门西的沿海发展,包括争取拨款为龙鼓滩涉及220公顷的近岸填海和屯门西沿海涉及约220公顷的地区发展潜力进行合并研究,当中会考虑能否将包括内河码头的沿海地区作住宅发展。

而在觅地建屋的施政方针下,政府作为「政府、机构或社区」土地的管有人,应设法善用这些用地,政府会检视目前超过300幅占地300多公顷预留作单一公共设施的「政府、机构或社区」用地,并对未有发展计划的用地提出具体建议,包括以「一地多用」模式发展多用途公共设施大楼、以混合模式发展住宅和公共设施,或保留作特定的政府设施。同时,为协助非政府机构善用它们持有但未地尽其用的土地,政府会提供支援及引入混合住用、教育及社福等用途,促成机构重建用地上的低矮建筑物,既可提供现代化设施,也可增加各类住房供应,包括长者房屋、青年宿舍或过渡性房屋等。

她认为各项计划开拓的现有土地以至上述提及1,200多公顷藉填海所创造的新增土地,加上已规划的总共约950公顷的新发展区和80多幅正在进行或有待改划作房屋用途的土地,都是土地供应的重要来源;但实际上,每项土地发展工作都充满挑战。政府会透过定期更新《香港2030+:跨越2030年的规划远景与策略》和按年检视《长远房屋策略》下的供应目标,向社会汇报推展进度。政府有决心为不同收入的市民提供置业机会,让市民乐以香港为家;政府锐意缩减家庭及单身长者入住公屋的平均轮候时间,务求达致三年配屋目标。她恳请市民支持政府在土地和房屋方面的工作。
