联泰环保(603797.SH)：联合体预中标衡南县城乡污水处理一体化PPP项目
格隆汇8月30日丨联泰环保(603797.SH)公布，2019年8月8日，衡南县住房和城乡建设局委托采购代理机构在中国湖南政府采购网发布项目公开招标公告。公司与湖南省第二工程有限公司、湖南子宏生态科技股份有限公司、湖南省建筑科学研究院有限责任公司组成竞标联合体(“联合体”)并以湖南省第二工程有限公司为牵头方参加项目竞标。
根据项目招标文件，项目包括建设衡南县城及24个乡镇(片区、办事处)污水处理及配套污水管网工程。项目总用地面积129亩，包含存量污水处理厂1座，扩建云集镇江西片区污水处理厂1座，新建云集镇江东片区及各乡镇污水处理厂25座，配套新建污水收集管网共251.9公里。各污水处理厂总日处理规模为50,900m3/d(含新建污水厂处理规模为38,900m3/d，存量污水处理规模为12,000m3/d)。本项目工程估算总投资54,488.42万元(最终实际总投资以经审计确认后的竣工决算额为准)。项目合作期为30年，其中污水处理厂合作期30年(含2 年建设期)；污水管网合作期为30年(含2年建设期)，各污水处理厂和污水管网竣工验收或转让完成后即进入运营期，项目合作期不变。
根据联合体协议，湖南第二工程有限公司为联合体牵头人，公司与湖南省建筑科学研究院有限责任公司、湖南子宏生态科技股份有限公司为联合体成员。若联合体中标，则牵头人—湖南省第二工程有限公司基于自身资质、业绩及施工经验负责本项目的投融资、工程施工，并参与设备采购工作；公司基于自身资质、业绩及运营经验，会同牵头人共同承担本项目的工艺筛选、设备选型及技术文件编制等技术工作，负责项目建设阶段的设备采购及运营阶段的运营和维护，协助配合项目公司融资；湖南省建筑科学研究院有限责任公司和湖南子宏生态科技股份有限公司基于自身资质、业绩及设计经验负责本项目的设计工作。联合体各成员单位按照内部责职的划分，承担各自所负的责任和风险，并向招标人承担连带责任。联合体中标后按同股同权原则占股，其中牵头人—湖南省第二工程有限公司占项目公司81%的股份，公司占项目公司9%的股份，联合体共持有项目公司90%的股份。
2019年8月29日，中国湖南政府采购网发布了《衡南县城乡污水处理一体化PPP项目PPP预中标成交结果公示》，联合体为该项目预中标、成交社会资本方第一候选人。
