受惠國策多隻基建相關股漲5%-8%
中央允許地方政府將專項債資金用作重大項目資本金，多間外資行認為有助拉動基建投資增長。相關股受捧，獲匯豐看好之一的中鐵建(01186.HK)承過去兩天升勢，今天裂口高開進一步升破250天線(9.88元)，最高見10.18元，現造10.1元，升7.4%，成交增至2,841萬股；其A股最多升9.2%高見10.4元人民幣。
中鐵(00390.HK)最高見6.24元，現造6.21元，續彈7.8%，挑戰50天線(6.22元)阻力，成交急增至4,094萬股；其A股最多升4.8%高見6.72元人民幣。中交(01800.HK)高見7.42元，暫受制50天線(7.54元)，現造7.36元，續升5%，成交急增至3,086萬股；其A股最多升7.8%高見11.78元人民幣。此外，中車(01766.HK)重越10天及20天，最高見6.83元，現造6.77元，續彈3.5%。
基建所需水泥股以中建材(03323.HK)升幅最大，股價一舉升破10天、20天及100天線(64.1元)，最新報6.47元，續升7.5%。西部水泥(02233.HK)及山水水泥(00691.HK)高見1.15元及2.91元，現造1.12元及2.9元，升5.7%及5.8%。
海螺水泥(00914.HK)四連升，最高見47.55元，現造47.2元，續升5%，挑戰50天線(47.27元)；其A股最多升5.2%高見40.87元人民幣。獲匯豐看好潤泥(01313.HK)高見7.5元，現造7.47元，續升3.8%。同獲匯豐看好中聯重科(01157.HK)續升6%報4.93元，股價創個半月高，成交增至1,140萬股。
國務院發佈《關於做好地方政府專項債券發行及項目配套融資工作通知》，允許將專項債券作為符合條件重大項目資本金，但不得超越項目收益實際水平過度融資。對於專項債券支持，主要是國家重點支持的鐵路、國家高速公路和支持推進國家重大戰略地方高速公路、供電、供氣項目，在評估項目收益償還專項債券本息後專項收入具備融資條件。
大摩認為中央透過放寬地方專項融資，加速基建投資；花旗也料內地將加速基建投資，認為中資基建股正提供買入良機；匯豐料地方專項債或可引發2.7萬億人民幣投資，看好中鐵建、華潤水泥及中聯重科，均予「買入」評級。
